Support to Preparation of Modernization of Government Services in the Republic of Moldova Project

Assignment Title: Consulting Services for Human Resources Management (HRM)

Reference No.: IC-02/1.2

From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.

Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17.

A key area of the project is technical design for the project component on aligning human resources for new model of services delivery. Relevant intermediate indicators will be identified during the project preparation to reflect improved staff capacity and improved human resources management practices in those government agencies that provide services selected for reengineering and automation.

 

The objective of the assignment is to provide technical design for the World Bank funded MGSP project component on aligning human resources for new model of services delivery.

The consultant will provide methodological guidance, ensure coordination of delivery and quality assurance for the following deliverables:

  1. Report on the assessment of the effectiveness of the Moldova government HRM procedures and processes used in government agencies and by providers of government services, that have been selected for reengineering and automation under the World Bank funded MGSP project. The report should contain an assessment of the number of staff involved in the delivery of these government services, the list of proposed changes in the regulatory framework and the list of recommendations for improvement of HRM procedures;
  2. Report on the proposed best practices and tools relevant to development of the strategic HRM;
  3. Methodology for implementation of HRM procedures in line with the Government Services Modernization Action Plan for 2017-2021;
  4. Methodology on staffing reviews and strategic re-staffing of service delivery functions, including relevant personnel procedures in government agencies and by providers of government services under the World Bank fund MGSP project;
  5. Methodology for the identification and assessment of training needs for the staff involved in the modernization of public services and public services delivery;
  6. Methodology/Approach for training plan development and implementation for the staff involved in the modernization of public services and public services delivery in line with the Government Services Modernization Action Plan for 2017-2021

The Consultant will implement this assignment in cooperation with local consultants on HRM, legal and HRM training. For all key activities and deliverables, the consultants will consult the State Chancellery, particularly the division responsible for human resources policies and coordination of the training system designed for civil servants.

The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:

 

·         University or higher degree in HRM, law, public administration, political sciences or similar; Master Degree or Ph.D. would be an advantage;

·         At least 10 years of professional experience in national or international institutions in the field of HRM;

·         Proven experience (minimum 5 years) in legal or public administration/civil service reform projects in developing and delivering governmental policies: draft policy-reform papers, concepts, laws, regulations, recommendations;

·         Team management skills obtained by working in similar projects or in the national/international public administration institutions;

·         Familiarity with Public Administration Reform with a focus on improving quality of public services, e-Government and E-Transformation agenda would be an asset;

·         Familiarity with Republic of Moldova’s e-Government architecture and platforms;

·         Experience in the conducting of HRM procedures;

·         Ability to work effectively with high-ranking national and regional government officials, to advise and interact with all levels of management and staff;

·         Experience with World Bank, IMF, UNO and other donors financed projects is desirable.

·         Computer proficiency (Windows, MS Office, Internet Explorer).

·         Ability to effectively communicate and write in Romanian English. Knowledge of Russian will be considered an asset;

 

Time Frame: This is a part-time assignment expected to commence in September, 2016. The contract will be signed for a period of 5 months.
