1. The Republic of Moldovahas receivedfinancing from the World Bank toward the cost of the Modernization of Government Services Project, and intends to apply part of the proceeds toward payments under the contract for the supply of a QSCD (Qualified Signature Creation Device) Solution, including:
- Hardware Security Modules (HSM)
- Signature Activation Modules (SAM)
- Signer Server Application (SSA)
Note on legal requirements for the import of HSM equipment:
Bidders are informed that the purchase and import of Hardware Security Modules (HSMs) are subject to specific regulations regarding export and import control of cryptographic equipment. Bidders must therefore ensure that they hold all necessary authorizations and licenses for the import and delivery of the proposed equipment in accordance with applicable national and international legislation.
Failure to meet these requirements may result in the impossibility of fulfilling the contract and the bidder will be responsible for obtaining all necessary approvals prior to delivery.
2. Bidding will be conducted through SHOPPING using Invitation to Quote (ITQ) as specified in the World Bank’s ‘Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers,’ dated January 2011 and revised July 2014, and is open to all eligible Bidders as defined in the Procurement Regulations.
3. Interested eligible Bidders may obtain further information from the Public Institution “e-Governance Agency”, e-mail: procurements@egov.md; during office hours 0900 to 1700 hours.
4. The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to e-mail: procurements@egov.md.
5. Your price quotation shall be submitted to the following email: procurements@egov.md on or before February 27, 2025, 13:30 Moldova time.
