Personal data is defined as any information about an individual that can lead to their direct or indirect identification and can range from names to online identifiers. Privacy, security and protection of personal data in the digital space is a fundamental right of any person, enshrined by law and is one of the main concerns of the e-Governance Agency as a data controller.

 

In the process of digital transformation, creation of electronic information platforms, services and systems – data protection measures are paramount. As a data surveillance tool and in order to ensure the transparency of the activity of information systems of public institutions, the e-Governance Agency created the governmental logging e-service MLog (launched in 2014).

 

MLog aims at providing a secure and flexible logging and auditing mechanism, ensuring the registration of operations in an information system at a given time. Who accessed the data, what changes were made, what is the purpose of accessing, processing and transmitting the information and the legal basis for these. Logging involves a procedure used by information systems to record events, including the date and time of the event, the action taken, and other event-specific details that fully describe it to meet the audit requirements of information system owners and MLog users.

 

This excludes the risk of illegal acts, corruption and abuse of office, by the staff of the public authorities/institutions that have information systems, as well as by employees of state-owned enterprises that provide public services and have information systems relating to their provision. Such data must be handled properly for specified purposes and on the basis of the consent of the person concerned or any other legitimate basis provided by the law.

 

At the same time, a data block called Data Access History was created in the virtual cabinet mcabinet.gov.md, where each person can see which public entities accessed their personal data, when and for what purposes. The citizen's and the entrepreneur's governmental portal is an electronic service created by the Electronic Governance Agency to provide citizens with access (based on electronic signature) to their data held by state registries. Video tutorial

 

Some examples of personal data:

 

➤  last name, first name, IDNP, date of birth, ID series and number;

➤⠀client ID, IBAN, bank card number;

➤⠀phone number, e-mail address, postal address;

➤⠀image, voice, audio/video recording;

➤⠀geolocation data.
