ANDREI PRISACAR: WE HAVE NO PAPER DOCUMENTS IN EGA, ALL PROCESSES ARE EXCLUSIVELY ELECTRONIC

A constructive dialogue on the realities and prospects for the use of electronic signatures in the Republic of Moldova, which brought together representatives of several public and private institutions and associations, was held on February 28th, 2024, at the initiative of the Institute for European Policies and Reforms (IPRE), e-Governance Agency (EGA) and GIZ Moldova.

 

During debates, EGA Director Andrei Prisacar brought to public attention the importance of increasing public confidence in digital identity, for a better adoption and exploitation of digital solutions and platforms in various fields, including in boosting business processes. Andrei Prisacar pointed out that the adoption of digital identity in the Republic of Moldova remains modest, about 10% of the population has a digital signature (electronic or mobile), with a higher concentration in the field of tax systems, where the digital signature is used exclusively.

 

He also mentioned that the Republic of Moldova is among the first countries in the region to adopt the mobile signature, and the EGA team of developers is currently working on developing a new type of signature and digital identity in the form of a mobile application. Given that, according to the 2023 Annual National Survey results, commissioned by EGA, more than 92% of Moldovan citizens use mobile phones to access services, the need to accelerate the creation of a new digital identity solution, in the form of a mobile application, which offers a higher degree of accessibility for both nationals and diaspora citizens, was highlighted. 

 

During the free debates moderated by Mihai Mogîldea, Deputy Director at IPRE, participants addressed several important topics, including:

 

-       Evolution of electronic signature use in the Republic of Moldova in recent years;

-       Cooperation between public and private institutions in promoting electronic signatures;

-       Short and medium-term vision for increasing the number of electronic signature users;

-       Solutions and practical recommendations for popularizing digital signatures among Moldovan citizens.

 

Discussions were also attended by experts in the field, including Alexandru Corețchi, Information Technology and Cyber Security Service (STISC); Sergiu Postică, Orange Moldova; Victor Guzun, IPRE and others.
