NATIONAL PROGRAMME "CULTURAL VOUCHER" WAS LAUNCHED
Young people will receive a cultural voucher in the amount of 1000 lei when reaching the age of majority, which will give them access to cultural services in the Republic of Moldova.
The initiative, launched by a group of young deputies, shall be implemented starting with today, 17 November 2022, and the information on how to access this programme is available online at vouchercultural.md. The national programme "Cultural Voucher" aims to encourage young people to participate in cultural activities, as well as to financially revitalize the cultural sector following the pandemic and the stress caused by the war in the neighbourhood.
The cultural voucher will be available in the account of a young person who turned 18 on the platform www.mpay.gov.md.
The Minister of Culture, Sergiu Prodan, stressed that the cultural voucher is a governmental tool to encourage cultural consumption among young people and to cultivate their interest in fine arts and reading. At the same time, the Programme stimulates healthy competition among cultural product providers in performing artistic activities attractive to people in this age group.
To be able to use the voucher, young people should obtain their digital signature from one of mobile operators (Moldcell or Orange), and then select the desired products on the websites of cultural service providers.
Deputy Prime Minister for Digitalization, Iurie Turcanu, said: “The Cultural Voucher programme, which is launched today, is an innovation that facilitates the access to cultural products through technology. This project is aimed to provide fast, secure and convenient access for each beneficiary to use the money allocated for their cultural development and at the same time to ensure that this type of governmental support reaches the recipient in a transparent and fast way through the Government's e-Payment service MPay”. In addition, Iurie Turcanu said that the electronic signature is the safest and most secure tool for authentication in the digital environment, urging young people to obtain the electronic signature in order to benefit from the voucher, as well as from the entire range of governmental electronic services.
The National Program “Cultural Voucher” places the Republic of Moldova among the countries with relevant best practices, such as Italy, France, Spain, and Germany.
Beneficiaries can use the voucher before they turn 19 for any local cultural product: ranging from tickets to theatres and concerts to books or training courses.
The National Programme "Cultural Voucher" is implemented by the Ministry of Culture in cooperation with the e-Governance Agency, and benefits from the technical assistance of USAID and the Government of Sweden through the Future Technologies Activity project.
