MONITORING CUPS ACTIVITY AND E-LPA PERSPECTIVES IN UNGHENI

The digital transformation at the Local Public Administration (LPA) level is the topic of the discussions held today, 15 April 2022, during the visit of an e-Governance Agency delegation headed by Deputy Prime Minister for Digitalisation, Iurie Turcanu, to Ungheni District.

 

The visit aims to monitor the CUPS activity, which is piloted in Sculeni commune, and see the CUPS outcomes after two months since its inauguration.

 

The discussions held by Deputy Prime Minister, Iurie Turcanu, eGA Director Olga Tumuruc and Public Services Agency Director Mircea Esanu were attended by Sculeni Mayor Vasile Casian, CUPS Expert Svetlana Covalciuc and by other LPA representatives who stated their and citizens’ needs, challenges, requests and recommendations, the actions that would boost the digital transformation process at the local level. 

 

The digital governance experts also presented their e-transformation outlook scheduled in the Government Agenda and disclosed the future actions aimed to upgrade the services, activities and working processes to be undertaken as a result of active cooperation between the central and local public authorities under the e-LPA, implemented by the e-Governance Agency, with the WB Group support.

 

In the same vein, the delegation visited Ungheni Mayor’s Office to hold discussions with Mayor Alexandru Ambros, Deputy Mayor Dionisie Ternovschi, Mayor’s Office staff and Ungheni residents. All participants attending the meeting expressed their view concerning the Digital Agenda goals, which should match the needs of the LPAs, towns, villages and their population. Likewise, the priorities and actions required to achieve the main goals have been set out, namely: Modern LPAs; Reliable and Sustainable Digital Infrastructure; Quick and Affordable Connection; Digital Education and Skills for All.

 

Modernisation of local services was the main focus of the discussions, whereas the officials mentioned that the sustainability of any digital transformation process should rely on the synergy in the digitalisation process at the central and local levels, while the basic principle of any strategy should be citizen-oriented, tackling their needs.

 

The discussions opened new perspectives for solution identification that would secure the access of the information system used by Ungheni Mayor’s Office to the Government Platform MCloud. In this context, Deputy Prime Minister Iurie Turcanu informed the participants regarding the intention to promote a series of amendments to the regulatory framework to enable the hosting the LPA information systems on MCloud. This should make the LPA activity more efficient and save their resources.

 

It should be reiterated that 17 pilot CUPS have been launched at the beginning of this year in a number of selected rural communities intended to grant access to digital public services to all people. The project will be scaled-up throughout the next two years to cover 60 more communities.
