The next 5 cups will be opened soon
The next five Unified Centres for Public Service Provision (CUPS), to be opened in early 2022, will operate in Parcova (Edinet), Bilicenii Vechi (Singerei), Panasesti (Straseni), Corjeuti (Briceni) and Chiperceni (Orhei). The decision was taken today, 29 December 2021, during a working meeting on the main results related to the preparation of the CUPS piloting, carried out during 2021, which brought together representatives of mayor's offices and specialists from the 17 CUPS participating in the piloting programme that are ready to open their doors to citizens.
The Director of the e-Governance Agency, Olga Tumuruc, appreciated the level of preparation of all the 17 CUPS, in terms of the arrangement of premises, provision of premises with technical and material resources, qualification of specialists involved in piloting, the information made available to the centres and mentioned the need for close cooperation between all the stakeholders, in order to reach the successful inauguration of other centres, starting next January.
"I appreciate the efforts of the local public authorities who were involved in this ambitious and very promising project. We have already established a good cooperation with the major public service providers and we will make every effort to maintain a very consistent cooperation framework, focused on the training of CUPS specialists, so that they are well prepared to provide quality services and answer all the citizens' questions regarding the services provided by the National Social Insurance Office and the Public Services Agency. It is important to start the operation of CUPS in all 17 localities in 2022. These goals are ambitious, but we will achieve them with joint efforts, so that we can add as much value as possible to the provision of public services".
The CUPS Project Manager, Tatiana Sincovschi, made a presentation of the major achievements in the piloting phase, which include: repair works in all CUPS offices; delivery of necessary furniture and IT equipment; arrangement of a special room for citizens in each centre (a computer to search information about public services, to submit online applications and to make electronic payments through the Government Payment Service MPay; development of information materials (boards, leaflets); training of CUPS specialists, including internships in the Territorial Social Insurance Offices; training sessions will be held regarding the electronic services provided by the Public Services Agency; the Agreement on CUPS piloting to be concluded between LPA, EGA, CNAS and ASP, the CUPS Framework Regulation and the Operational Procedures for provision of services through CUPS are about to be finalised.
During the coordination meeting, specialists from the Unified Public Service Provision Centre (CUPS), recently opened in Lozova, shared the first experiences from the activity of the Centre and listed a series of requests made by citizens and problems faced by them, as well as the first challenges and successes of CUPS specialists in their interaction with local people who visited the CUPS.
Also, the participants in the meeting benefited from a practical demonstration regarding the access to an electronic service relating to the procedure for the application and electronic payment for the contraventional criminal record. The CUPS specialists were guided step by step by the EGA's expert in electronic payments, Ion Budeci, who also announced the possibility to integrate all the paid services of the local mayor's office on the MPay platform. Respectively, each of the 17 mayor's offices participating in the piloting will have a separate section on MPay with all the paid public services provided to citizens at local level.
At the same time, the specialists were informed about the decisions of the wrap-up meeting, which provide for a series of actions to be taken by the EGA in the next period. These include: facilitating the receipt of electronic signatures for CUPS specialists who do not have yet this digital tool; launching the piloting of CUPS in the following localities: Parcova, Bilicenii Vechi, Panasesti, Corjeuti, Chiperceni; preparing, jointly with the CUPS specialists, a list of additional services requested by citizens, based on the experience of the Lozova CUPS; organizing additional trainings on the provision of public services to citizens; drafting a schedule on the organization of monthly technical meetings, with the participation of ASP and CNAS, on public services requested by citizens and which will be made available through CUPS.
The CUPS concept is approved by the Government of the Republic of Moldova and is created under the Project “Modernization of Government Services”, implemented by the e-Governance Agency with the support of the World Bank Group and the contribution of the Government.
