Assignment Title: National Annual Survey on Public Perception, Uptake of and Support to the E-Government Transformation in Moldova (year 2013)

The Republic of Moldova has received a credit from the International Development Association (IDA), toward the cost of the Governance e-Transformation Project, and intends to apply part of the proceeds for consulting services.
The first National Annual Survey on the Citizens’ perception, uptake and support of the Governance e-Transformation in Republic of Moldova was performed under the GeT Project in 2012. The consulting services (“the Services”) include provision of support to the State Chancellery in organizing a survey in 2013 year, to collect data on the dynamics of several key performance indicators, which - together with other relevant data on specific indicators approved and monitored under the GeT Agenda (collected and processed by eGC), have to create an objective and complete view on the way citizens perceive, support the GeT Reform, and uptake the e-Governance products, trust their quality and security, recommend them to others for further use etc.
The State Chancellery now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are:
•Professional experience in areas related to Sociology, Governance, Public Policies, Political Communication, Social Psychology, Management (minimum 3 years).
•Experience in ICT for Development and E-Governance would be an asset.
•Proven ability and demonstrated successful experience in organizing national surveys performance in areas referring to Public Policies, Public perception, uptake of and support to promoting reforms, policies, strategic options etc. (at least 3 years) – all stages of the process:i) elaboration of questionnaires; ii) results processing
results interpretation; iii) integration of responses and conclusions in final studies, reports; iv) coordination with Clients and other stakeholders,
•Experience in working with international organizations would be an asset.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the LCS method set out in the Consultant Guidelines.
