The e-Governance Agency will participate in the development of the EU Digital Identity Wallet

The Electronic Governance Agency is part of the international consortium WE BUILD, selected by the European Commission to participate in the second round of Large Scale Pilot Projects for the EU Digital Identity Wallet (EUDI).

 

As a member of the WE BUILD consortium, the Electronic Governance Agency will contribute to strengthening the European Digital Identity Wallet ecosystem by developing and piloting innovative solutions that will facilitate business-to-government (B2G) interactions. This will ensure efficient and secure integration of digital wallets in relation to government institutions. Participants in this project will ensure the exchange of best practices and will integrate electronic identity wallets with public and private electronic services at the European level.

 

The Republic of Moldova has already implemented a first version of the Digital Identity Wallet, following the basic EUDI principles, in the Documents module of EVO, the government application for access to public services, managed by the EGA.

 

The authentication functionality offered by EVOSign, currently in the pilot phase, is another important step by the Republic of Moldova towards EUDI development, with the ambition to evolve into a unique signing application.

 

Participation in the consortium is the first project of the Government of the Republic of Moldova as a beneficiary of the Digital Europe Programme.

 

What is the EU Digital Identity Wallet (EUDI)?

 

EU Digital Identity Wallets are designed to provide a secure and convenient way to access online services, store and share digital documents, and create electronic signatures.

 

Each EU member state will offer its own wallet application, built according to the same specifications, to all citizens, residents, and businesses in the coming years. Each wallet version will be interoperable and will work anywhere in Europe.

 

The European Digital Identity Regulation (EU) 2024/1183 was adopted on May 20, 2024.

 

What are Large Scale Pilot Projects?

 

Large Scale Pilot Projects test EUDI development specifications in a wide range of use cases, based on technical specifications and the Reference Architecture.

 

The results of their work are used to improve the architectural and technical specifications and influence the content of Implementing Acts that will formalize the wallet specifications into law.

 

The projects are funded by the Digital Europe Programme. With a budget of over 7 billion euros for the period 2021-2027, it focuses on facilitating the use of digital technology by businesses, citizens, and public administrations in five key areas: supercomputing, artificial intelligence, cybersecurity, advanced digital skills, and ensuring widespread use of digital technologies 1 across the economy and society, including through digital innovation hubs.

The Republic of Moldova signed an association agreement to the Program on February 19, 2024, and the Electronic Governance Agency was designated as the national contact point for the implementation of the Digital Europe Programme in Moldova, coordinating and providing advisory support to potential project beneficiaries. About WE BUILD

 

The WE BUILD consortium (Wallet Ecosystem for Business and payments Use cases on Identification, Legal representation and Data sharing) consists of approximately 200 partner member states, representatives of the public and private sectors, and has the resources and expertise necessary to have a significant impact. Work will begin in the autumn of 2025 and will last 24 months. The initiative is led by the Dutch and Swedish government authorities: the Ministry of Economic Affairs (Netherlands), KVK (Netherlands), and Bolagsverket (Sweden).
