OPEN DATA DAY: REPUBLIC OF MOLDOVA IS DETERMINED TO PROMOTE OPEN DATA TO STIMULATE ECONOMIC GROWTH, CREATIVE SOLUTIONS AND DIALOGUE BETWEEN PUBLIC INSTITUTIONS AND CITIZENS

More than 100 representatives from government institutions, civil society and development partners met at the Conference “OPEN DATA: A Catalyst for Innovation and Sustainable Development”, held on the occasion of International Open Data Day, marked annually on 5th March. This event is a significant step towards openness and broad access to data in the Republic of Moldova, which discussed the benefits of open data, including wider access for data consumers, improving the quality of available information and promoting transparent and efficient governance.

 

This event was organized by the e-Governance Agency and the State Chancellery of the Republic of Moldova, in partnership with USAID, Moldova Institutional and Structural Reforms Activity (MISRA).  

During the Conference, the e-Governance Agency presented new functionalities of the Government Data Portal date.gov.md, updated with USAID support, which has technological capabilities to host data generated by more than 50 public institutions. Currently, more than 1 000 datasets are available on the portal in various domains such as health, environment, justice, economy, education, etc. Open Data can be reused for analysis, research and estimation of outlooks, forecasts, development of start-ups or creative and informative solutions.

 

In his welcome speech, Andrei Prisacar, Director of EGA, mentioned the role of the e-governance team in providing digital solutions and supporting institutions in opening up data. Through the efficient management of the Government Data Portal, technical expertise and close collaboration with public entities, the development of new digital solutions that facilitate access to public services and improve government transparency can be ensured. “EGA’s team supports public institutions in the open data process, ensuring compliance with international standards and facilitating the process of publishing information in a way that is transparent, accessible and easy to understand and consume for citizens and other stakeholders”.

 

Ana Calinici, Deputy State Secretary of the Government of the Republic of Moldova, said that open data is a way of making all parties involved in the act of governance accountable. Open data accessibility provides beneficiaries, first of all, business environment, start-ups and civil society with creative development solutions.

 

Mihai Lupașcu, State Secretary, Ministry of Economic Development and Digitalization said: „Republic of Moldova ranks among the most transparent countries, and these achievements motivate us to move forward in this area. Through open data we aim to achieve more transparency, accountability and innovation in decision-making, promoting an open dialogue between government institutions and citizens”.

 

Erin Doss, Interim Deputy Head of the USAID Mission to Moldova, emphasised the role of open government in strengthening the democracy, prosperity and security of the Republic of Moldova and that open data is essential in all sectors, as good information helps align assistance programmes on areas of critical importance to society. In this context, Erin Doss emphasized USAID’s support for programmes that generate results for the citizens of the Republic of Moldova.

 

Conference participants also discussed the role of open data as digital technology evolves rapidly and society faces complex challenges related to data security, cybersecurity, integrity and quality of published information.

 

The conference was moderated by Olga Tumuruc, expert in digitalization, and the panel discussion was attended by: Artur Reaboi, expert in digital governance and members of National Open Governance Coordination Committee: Irina Buzu, advisor, Ministry of Economic Development and Digitalization; Diana Enachi, IDIS “Viitorul” project coordinator and Lilia Zaharia, Transparency International Moldova.
