A NEW REMOTE PERSONAL IDENTIFICATION SERVICE TO FACILITATE ONLINE INTERACTION WITH PUBLIC INSTITUTIONS
The Cabinet approved today, January 31st, 2023, the concept of the Government’s eKYC (Electronic Know Your Customer) remote personal identification service to be developed and managed by the e-Governance Agency, at the initiative of the Ministry of Economic Development and Digitalization.
eKYC implementation will facilitate the digital interaction of citizens and entrepreneurs with public institutions. The service is mainly aimed at boosting electronic transactions, facilitating the development of electronic services, and increasing the adoption rate of digital identity among the population of the Republic of Moldova, by implementing an efficient, reliable, and modern mechanism for remotely establishing the identity of individuals.
The approved concept states:
- implementation of the mechanism for identification and verification of the identity of individuals based on identity documents presented, images captured, and information communicated by the individual or retrieved from external data sources, using digital images, facial biometrics, or video images for detection;
- integration of eKYC service with EVOSign signature and identification service;
- providing the new service to public and private legal entities for their own services;
- reducing the operational costs of remote personal identification;
- opportunity to identify and verify the identity of foreign persons holding a biometric identity card issued by another State.
This service will provide all citizens, including diaspora citizens, foreign investors, and other stakeholders, with the necessary tools for online interaction with public institutions, economic agents, banks, and notaries public in the Republic of Moldova. eKYC is part of the plan to digitise 100% of public services by 2030 as part of the Digital Transformation Strategy.
During 2024, eKYC service implementation (creation, piloting, and development) will be initiated and will be implemented from the financial means provided within the project supported by the World Bank, estimated cost is about MDL 9.5 million.
Annual costs for the administration of this service are estimated at about MDL 1 million and will be covered by the annual budget of the EGA.
