EIGHT ADDITIONAL PUBLIC SERVICES HAVE BEEN FULLY DIGITALIZED
The citizens of the Republic of Moldova holding a digital signature now have the opportunity to order online and instantly receive (in real-time mode) in their personal cabinet (MCabinet) eight additional types of documents. These documents include:
5 Extracts from the State Register of Population for:
- Registration of residence and/or temporary residence or the absence thereof;
- Issuance of identity documents or the absence thereof;
- Citizenship of the Republic of Moldova;
- Loss of citizenship of the Republic of Moldova;
- Assignment of the Identification Number for individuals (IDNP).
3 Extracts from the State Register of Vehicle Drivers for:
- confirmation of the right to drive vehicles, categories, and issued driving licenses;
- confirmation of validity of driving license;
- confirmation of the lack of the right to drive vehicles.
These documents can be accessed online from both the Republic of Moldova and abroad, following just a few steps.
The first step is to submit an online application on the Public Services Portal - servicii.gov.md and the second one is to make a payment using the electronic government payment service MPay.
The extracts requested and received in electronic format in the citizen's personal cabinet (mcabinet.gov.md) cost 20% less than the documents issued on paper.
Currently, the fee applied by the Public Services Agency for an extract from the State Register of Population (SRP) varies from 90 MDL (10-day processing) to 450 MDL (one hour processing), and from the State Register of Vehicle Drivers - from 130 MDL (10-day processing) to 650 MDL (same-day processing).
For electronic extracts, which will be automatically generated in MCabinet, fixed fees will apply, as follows:
- Extracts from the State Register of Population - 70 MDL;
- Extracts from the State Register of Vehicle Drivers - 100 MDL.
These new services have been developed based on the Electronic Services Development Platform (ESDP), which also allows to request the apostillation of the documents ordered online and delivered instantly to the personal cabinet (MCabinet).
The Electronic Services Development Platform, also known as FOD (Front-Office Digitization), is a solution for digitizing public services developed by the Electronic Governance Agency as part of the Modernization of Government Services Project (MGSP), implemented with the support of the World Bank Group. FOD is a system that allows for the rapid configuration and development of individual systems for public service providers, focusing on data reuse and other available electronic platforms and tools to simplify the application process for public services, minimize the time required to process applications, and ensure efficient service delivery operations.
It is worth mentioning that the first fully digitized service based on FOD is the electronic criminal record which was launched in May 2023 (from submission of application to receiving the service in electronic format). In just half a year, over 50,745 digital records have been issued.
