The Government approved today, April 26, 2023, the regulatory framework for the multiplication of the unified service delivery center (CUPS) model in delivery of public services to the rural population and diaspora.

The approved Regulation on the creation and operation of the unified service delivery centers allows the rural municipalities to provide modernized public services through CUPS. It regulates the creation, organization and operation of CUPS, the rights and obligations of parties, the process of service delivery through CUPS, the minimum criteria for efficient CUPS operation and the cooperation of CUPS specialists with the service providers in service delivery.

From now on, any local government can create CUPS in their localities and provide modernized public services to citizens from their communities, and also help them apply for online services, saving them from travels, costs and repeated visits to the district center towns or to the capital, and to acquire the skills necessary to apply for the online services and use the technology in their interaction with the government. The regulation also provides for a differentiation of costs for the online and offline services.

Another 60 CUPS in addition to the 17 currently operational in Moldova will be created by the end of this year in order to increase the access to public services, reduce the administrative burden and minimize the costs of public services both for the service recipients and, indirectly, for the service providers, as well as to encourage the use of online services and develop the digital skills of the population.

The Regulation was drafted by the e-Governance Agency, which piloted the CUPS model under the Modernization of Government Services Project with the support of the World Bank Group and will provide methodological and organizational support to the level I local governments in service delivery through CUPS.
