EVALUATION OF CUPS – A NEW DELIVERY MODEL OF LOCAL PUBLIC SERVICES
Olga Tumuruc, the director of the e-Governance Agency (EGA), jointly with Koen Davidse, the executive director of the World Bank Group, and representatives of the CUPS project implementation team, Ministry of Finance and the local government, visited today, March 31, 2023, Lozova village in Straseni rayon to evaluate the operations of CUPS Lozova.
The discussions focused on the results of the Unified Service Delivery Center since its inauguration. Mr. Davidse, who was on a visit to the Republic of Moldova, was interested to hear how the investments were used and what was the impact of the new service delivery model implemented jointly by EGA and Lozova local government with the support of the strategic development partner - the World Bank Group.

Over 13 000 requests for services in the first year of operation
The most popular services – those provided by PSA, NSIA, MIA, NEA
Total investments in CUPS - 5,663 mil MDL
A recent study conducted by the project implementation team showed that the beneficiaries of the services provided through the 17 pilot CUPS saved overall about 200 thousand MDL in one year, due to the fact that they no longer had to travel to district center towns to request services and could do it in their localities. This figure reflects only the money savings and does not include the savings of time or other resources, as the calculations included only the cost of trips from the villages to the district center towns.
Having learned about the benefits of CUPS, over 65 other local governments showed interest in joining this project. Building on the experience with the 17 pilot CUPS, other CUPS will be created across the country.
CUPS Lozova was inaugurated in December 2021 and was the first to open its doors for citizens among the 17 CUPS developed under the Modernization of Government Services Project, implemented by EGA with the support of the World Bank Group – the most active supporter of digital transformation in the Republic of Moldova.
