DIGITAL-FIRST APPROACH IN SERVICE DELIVERY – HIGHLIGHT OF NEW PUBLIC SERVICES LAW
Law no. 234/2021 on public services, which is a first for Moldova, entered into force on February 4, 2023. Besides providing a clear definition of a public service, other highlights of the law are:
- Digital first approach in service delivery
- Electronic self-service – independent application for and receipt of electronic public services delivered in a fully automated manner
- Delivery of electronic public services through the one stop shop – the government public services portal (servicii.gov.md)
- Delivery of services to individuals through the service delivery channels at their choice and regardless of their place of residence or the place where the person is registered
- One-time submission of data – service recipients will submit data about themselves only one time and such data will be further re-used by all authorized service providers
- Inclusion and accessibility – service providers ensure appropriate conditions for the persons with special needs, the elderly and the persons from other disadvantaged groups to be able to use public services at a level comparable to that provided to other beneficiaries
- Service delivery based on the authorizations in the Register of representation powers based on electronic signature (mpower.gov.md)
- Proactive service delivery – without a request submitted by individual and in accordance with the person’s right to receive public services. The authority will deliver the service due to the beneficiary without a request or action from the latter
- The recipient of public services can choose to receive the service delivery result in electronic form or on paper.
The law was drafted in line with the relevant best practices and derives from the commitments of the Republic of Moldova in relation to the European Union institutions.
