INFORMATION SOLUTIONS DESIGNED TO INCREASE THE TRANSPARENCY OF PROCUREMENT PROCEDURES DISCUSSED AT THE SUMMER CAMP

The information solutions designed to increase the transparency of public procurement procedures were presented to young participants in the Summer Camp “Public procurement in the eyes of young people”, organized by the Media-Guard Association between 4 and 6 August 2022.

 

The e-Governance Agency was represented by Mihai Furnica, legal consultant, Data Exchange and Interoperability Service, who spoke to the 15 young people selected from several localities in the country about open data. The topics through which young people have been guided are as follows: Presentation of functionalities of the government portal Date.gov.md; Presentation of alternative open data platforms/sources; Public policies on open data and priority actions in the prospective aspect; Presentation of MTender - information solution designed to increase the transparency of public procurement procedures, etc.

 

The camp was attended by pupils, students in journalism, law, young whistle-blowers from several districts of the country, from Drochia to Cahul, and the purpose of this project was to encourage young people to become promoters of transparency in public procurement; to analyse public tenders and to identify corruption risks; to verify data and the way in which they can communicate such issues to the media, authorities or civil society.

 

The training and professional guidance were carried out by transparency experts from the e-Governance Agency, the Public Procurement Agency, investigative journalists from Ziarul de Garda, experienced in documenting and writing on issues related to the public procurement system, as well as representatives of AGER and IPRE.

 

At the end of the programme, participants will produce texts and short videos or explanatory sessions about the functionalities or problems of the procurement system, as well as an individual project, guided by a mentor, which will be later published in the press. Beneficiaries will choose a task that suits them better, but which has to do with transparency in public procurement, either in the district, locality or in the region.
