MDELIVERY PILOT SERVICE WAS LAUNCHED

The delivery of passports and other documents at the registered address is possible for citizens applying for the issuance of documents at the Multifunctional Centres located in Criuleni, Balti, Leova, Telenesti and MFC No. 2 of Chisinau Municipality.

 

The government electronic service MDelivery, created by the e-Governance Agency, was launched as a pilot on 1 July 2022 at five Multifunctional Centres of the Public Services Agency, getting ready to serve the population in compliance with the state-of-the-art digital governance tools.

 

Hence, the natural and legal persons seeking the issuance of acts at the Multifunctional Centres located in Criuleni, Balti, Leova, Telenesti and Chisinau (MFC No.2) may enjoy this new service. Throughout a month, the operators of the aforementioned MFCs will inform the beneficiaries about this opportunity and test the functionality of the new service. The latter should become available soon at all MFCs, including the diplomatic and consular missions for Diaspora citizens.

Thanks to the new service, the Moldovans in the country and abroad would be able to receive the service outcomes at their domicile, including outside the country, at the address stated by them, if they require it at the counter or access mdelivery.gov.md and follow the delivery instructions.

 

The service offersmultiple advantages referring to:

-       reducing the number of visits to the counter from two to one;

-       relieving the Diaspora citizens from multiple travels to the home country;

-       ensuring secured access of natural and legal persons to delivery services;

-       avoiding the congestion at the counter and reducing direct contacts;

-       curbing bureaucracy and cutting-down the waiting time;

-       getting rid of queues upon seeking public services and receiving the outcomes;

-       improving the experience of technology-enhanced interaction with the state;

-       ensuring greater accessibility and convenience for natural and legal persons, including those with limited range of motion;

-       granting electronic settlement through MPay or payment terminals;

-       reducing the costs of interaction among the public services provider – public services supplier – beneficiaries;

-       enhancing transparency of public services and ensuring online traceability of the service sought (the document processing phase), etc. 

 

MDelivery has integrated five suppliers of postal services to secure the delivery of public services outcomes both nationally and internationally. The delivery partners are: SoE ”Posta Moldovei”, Nova Poshta, Muvi Express, FAN Courier and DHL.

 

At the time of piloting, MDelivery is used to send passports, statements/extracts from the State Register of Legal Entities and of Individual Entrepreneurs, etc. Other services, currently in-progress, would be integrated prior to the launch of MDelivery.

 

MDelivery is intended to offer a single digital platform connecting three subjects: Service Provider (Sender) – Service Beneficiary (Addressee) – Postal Services  Supplier, and has been created by the e-Governance Agency under the Modernisation of Government Services Project (MGSP), implemented by the Government with the World Bank Group’ support to be made available to all Moldovan citizens as of August 2022.
