GREATER ACCESS TO PUBLIC SERVICES, THROUGH DIGITALISATION

Moldovan citizens residing in the rural settlements, which have accommodated Unified Centres for Public Service Provision (CUPS), and in the settlements located in the proximity thereof may enjoy safe and friendly public services in their home village, concluded the administration and inhabitants of Pelinia Village, Drochia District and of Corjeuti Village, Briceni District. Those two villages were visited by the e-Governance Agency (EGA) representatives on 5 July 2022 to monitor the work of CUPS established under the Modernisation of Government Services Project, implemented with the World Bank Group’s support.

 

The CUPS pilot project is aimed to bring the innovation closer to the people, provide them with convenience and multiple advantages, and relieve the citizens from additional travel expenses to the District or Municipal Centres in order to receive public services. So far, this public service rendering model is used only in 17 localities of the country. Unlike the Public Services Agency multifunctional centres, it provides the people with the opportunity to receive information and seek electronic services rendered also by the National Social Insurance House, and get registered as unemployed at the National Employment Agency.

 

Over the five months’ period of business, CUPS Pelinia rendered services to more than 300 citizens, having supported them in making online appointments and seeking various types of public services, documents, acts and statements/extracts. CUPS Corjeuti, Briceni District advised circa 350 citizens, including the inhabitants of the neighbouring villages, as well as the fellow citizens living temporarily abroad, helping them address the development and issuance of documents, using electronic services and platforms.

 

EGA Director Olga Tumuruc has specifically stated that the main goal of the public sector modernisation through digitalisation is to improve efficiency of the state entity-citizen interactions, as well as of the interinstitutional exchange of information, so that the people could benefit from online public services to the extent possible, being able to seek the delivery of documents at their place. For that purpose, a new government service delivering the documents to the applicant’s domicile will be launched soon. Nowadays, this pilot service, MDelivery, is available at five multifunctional centres of the Public Services Agency (ASP). Subsequently, MDelivery will be available at all ASP territorial offices and at the Moldovan diplomatic missions, so that the Diaspora fellow citizens also enjoy the opportunity to get the documents at their domicile through a safe and convenient mechanism.

 

Likewise, topics targeting the public services rendered at the local level in light of the EGA initiative to develop a new information system intended for the Local Authorities, called e-LPA, were highlighted during the discussions held with the Local Public Administration (LPA) officials and mayors.

 

The e-Governance Agency shall continue its direct communication with the LPAs and citizens residing in urban and rural areas across the country aiming to raise their awareness and ensure wide deployment of electronic services intended to benefit the people.
