AGILE METHODOLOGY FOR EMPLOYEES OF PUBLIC SERVICE INSTITUTIONS

Between 23 and 27 May, the e-Governance Agency (EGA) organized the first stage of the training in AGILE working practices for the employees of public service institutions (the Public Services Agency (ASP) and the National Social Insurance Agency (CNAS)), as well as EGA specialists. The training was attended by management officials, appointed for the development of Information Systems "Social Protection" (SI PS), Civil Status Acts (SI ASC) and the State Register of Legal Entities (RSUD) which will be implemented in the activity of providing public services. They will be developed on the basis of AGILE methodology – an agile approach to achieve real value and quick results during the implementation of reengineering and digitalisation projects.  

 

AGILE is a project management methodology that intends to reduce development risks and the implementation period by implementing projects in a flexible and interactive form. Agile methods are an alternative to the old, traditional working methods, which are acquired and applied by both public and private institutions in order to achieve results in the implementation of digital transformation projects. 

 

The training course on AGILE working practices, organized by EGA in cooperation with other experts, is designed to prepare the specialists to use this methodology in the development of the three mentioned information systems, as well as in the building the capacities of the ASP and CNAS for the effective coordination of the projects developed in partnership with EGA.  

 

In this respect, the participants had a dynamic, interactive and practical workshop about working in the AGILE environment, designed for those who wish to defy the traditional working methods and to adopt technologies and innovation, while being aware of advantages and benefits of the most known Agile approaches: Scrum, Kanban and Lean. 

 

During the training, the AGILE methodology experts provided the trainees with systematic training sessions, hands-on workshops, simulations, role plays and other learning activities so that the trainees get actively involved in the further development of SI PS, RSUD and SI ASC, during the development and implementation of these systems. 

 

The training is part of the process of public services reengineering and is organized under the Modernization of Government Services Project (MGSP), implemented with the support of the World Bank Group, a strategic e-governance partner.
