GOVERNMENT APPROVES REGULATION ON M-DELIVERY OPERATION
The Government has approved today, 23 March 2022, the Regulation on the Operation and Use of the Government Delivery Service (MDelivery) enabling the Moldovan citizens to seek delivery of residence of acts and other documents issued by the State Institutions to their place of residence.
The Deputy Prime Minister for Digitalisation, Iurie Turcanu, has pointed out that the document shall govern the legal relationships between the subjects involved in creating, operating and using the Service, covering the general delivery rules through MDelivery, connection with the Information System, information security and protection, and Parties’ responsibilities as well.
The Government Delivery Service is a digital solution, developed by the e-Governance Agency to be used as a single physical mechanism to deliver the public service outputs to Beneficiaries. Hence, MDelivery platform shall secure the connection of three subjects: public service Providers, as the Expeditor, public service Beneficiary, as the delivery Addressee, and post service Suppliers. This platform shall cut-down the costs of all three Parties involved, and make the delivery process of public service outputs towards the Beneficiary more efficient.
It should be recalled that on 25 August 2021 the Government approved the MDelivery Concept as part of the complex upgrading process of public services, implemented by e-Governance Agency with the WB Group support.
