REFUGEES FROM UKRAINE MAY RECEIVE THEIR DIGITAL IDNP
The Ukrainian refugees who stay in Moldova for a longer time would benefit from public services based on their State Identification Number (IDNP), assigned to them upon crossing the Moldovan border. The IDNP may be downloaded using an application that has been recently developed by the e-Governance Agency.
The new digital solution is integrated on dopomoga.gov.md platform and may be used as of 14 March 2022.
The IDNP is a basic number for the identification of a natural person on the Moldovan territory.
The information regarding the IDNP may be obtained online at dopomoga.gov.md, under the heading “Receive an IDNP”, having entered the personal data from an ID held by the Ukrainian refugee (foreign passport, ID card or birth certificate).
This information may be easily downloaded in PDF format and submitted to the public bodies in order to benefit from public services, upon employment, enrolment of children in kindergartens or schools, opening a bank account, registering a company, etc.
The IDNP is valid upon presenting the identity document, based on which it was issued.
The IDNP information is issued pursuant to the data provided by the Public Services Agency, which is recorded when a person crosses the Moldovan state border.
In cases when an IDNP may not be obtained through the dopomoga.gov.md portal, the foreign citizens staying temporarily in Moldova shall approach one of the Multifunctional Centres of the Public Services Agency (https://www.asp.gov.md/ro/informatii-utile/subdiviziuni-teritoriale) or the Bureau of Migration and Asylum (http://bma.gov.md/ro/servicii-teritoriale).
Likewise, the public entities contacted by refugees shall recognise these statements and be able to check their authenticity by scanning the QR Code.
The decision concerning the possibility to acquire online the IDNP data of Ukrainian refugees was adopted by the Commission for Exceptional Situations of Moldova based on its Decree No. 7 of 04 March 2022 as an urgent action to provide more accommodation possibilities to the people staying temporarily in Moldova.
The dopomoga.gov.md platform was launched on 1 March 2022 as a single access point to the information concerning the aid granted to Ukrainian citizens during their stay in Moldova, and has been accessed by almost 100 000 single visitors so far.
