From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP).
The e-Government Center seeks to engage an experienced local consultant for the position of Consultant on Management of Human Resources to provide specialized human resources management (HRM) support to the State Chancellery PAR Directorate in planning, managing and coordinating activities under Component 3 of MGSP.
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
- University or higher degree in HRM, law, public administration, political sciences or similar; Master’s Degree or Ph.D. would be an advantage;
- At least 8 years of professional experience in, or working with, national and/or international institutions in the field of HRM;
- Proven experience (minimum 5 years) in legal or public administration/civil service reform projects in developing and delivering governmental HRM policies: draft policy-reform papers, concepts, laws, regulations, recommendations;
- Team management skills obtained by working in similar projects or in the national/international public administration institutions;
- Extensive experience with Public Administration Reform with a focus on improving quality of public services, e-Government and E-Transformation agenda would be an asset;
- Experience in developing and application of HRM procedures;
- Ability to work effectively with high-ranking government officials, to advise and interact with all levels of management and staff;
- Experience with World Bank, IMF, UNO and other donors financed projects is desirable;
- Computer proficiency (Windows, MS Office, Internet Explorer).
- Ability to effectively communicate and write in Romanian and English. Knowledge of Russian will be considered an asset.
Time Frame: This is a full-time assignment expected to be performed during the period February-August 2018 (Project Preparation) and could be extended subsequently under Modernization of Government Services in the Republic of Moldova Project subject to the consultant’s satisfactory performance and same fee rate.
