FINANCIAL-ECONOMIC ANALYSIS CONSULTANT
for Moldova Governance e-Transformation Project


The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector. 
The long term sustainability of the e-government platforms, infrastructures and sectorial e-services delivered under the GeT Agenda will require an effective economic and commercial model that ensures financial sustainability. The model will also help to demonstrate the value delivered by the sectorial, shared and platform services relative to the status quo operational costs of government ICT and costs savings resulting from their implementation in the Government.
An expert will be hired in order to assist with the creation and operation of the sustainable model, and advise on cost recovery and savings options that meet the financial and strategic objectives of the e-Transformation Agenda at the whole-of-Government level, as well as on sectorial levels.
The State Chancellery invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.

Minimum qualification requirements:

•    University degree in areas such as economics, financial management, business administration, computer science or related fields. 
•    Extensive knowledge of the Moldovan Government set up, development projects or public policies and private sector
•    Demonstrated experience with financial modeling and cost recovery models for medium to large ICT environments in government sector.
•    Work experience with Risk Management Frameworks/Matrixes elaboration, validation and implementation is desirable.
•    Strong demonstrated analytical and research studies reports writing skills
•    Knowledge of e-Government and E-Transformation Agenda would be an asset
•    Experience with World Bank, IMF, UNO and other donors financed projects is desirable.
•    Computer proficiency (Windows, MS Office, Internet Explorer).
•    Ability to effectively communicate and write in Romanian. English and Russian are desirable.

This is a full-time assignment expected to commence on September 1st, 2014. The contract will be signed for a period of 12 months with a probation period of three months, during which the contract can be terminated. The contract could be considered for extension subject to the consultant's satisfactory performance and the same fee rate.
