In the context of Government of Moldova’s objective to digitize all public services by 2020, data exchange across public authorities plays a crucial role in provision of e-service reengineering and digitization and properly identifying and documenting data exchange needs will further facilitate this process. For this purpose, the e-Government Center of the Republic of Moldova is hiring one Integration Specialist. The Integration Specialist will assist the e-Government Center to support the e-Government Center in developing, maintaining and ensuring the functionality of data exchange infrastructure at central and consumers level, providing support for data consumers and providers, and addressing troubleshoot issues related to data exchange.

From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014. Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP). Due to upcoming workload related to the launch of the first activities under the Project Preparation Advance including planned tendering procedures under the new project, an additional Procurement Specialist should strengthen the PIU Team. The Procurement Specialist will assist the e-Government Center in carrying out the procurement activities required for the implementation of the Project Preparation Advance for Modernization of Government Services in the Republic of Moldova Project (IBRD loan) in accordance with the Project's covenant documents such as the PPA and Financing Agreements, World Bank's Guidelines (dated January 2011, revised July 2014) and the Moldovan legislation. The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the minimum qualification requirements.

In order to facilitate preparation activities for an effective project implementation, a grant has been made available to Government of Moldova to support, among other things, consultations and technical design for public services modernization reform, including preparation of bidding documents for e-services component of the project under preparation. Taking into consideration the importance of the e-services and information systems quality in the context of Government e-Transformation (GeT) and Modernization of Government Services (MGSP) projects and as a measure to enhance quality and assurance on adequacy of requirements implemented in new and existing IT systems, the e-Government Centre (eGC) is seeking an independent Consultant to assist in establishing a Quality Assurance (QA) Framework to support e-service reengineering and development.
