Modernization of Government Services in the Republic of Moldova Project

From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014. 

Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17 to 2023, called Modernization of Government Services Project (MGSP). 

The e-Governance Agency seeks to engage a Junior Procurement Specialist that will assist the Agency in carrying out the procurement activities required for the implementation of the Modernization of Government Services in the Republic of Moldova Project (IBRD loan) in accordance with the Project's documents such as the PPA, Loan and Financing Agreements, World Bank's Guidelines (dated January 2011, revised July 2014) and the Moldovan legislation.

The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:

  • University degree in areas such as economics, finance, law or other related fields; 
  • At least two years of experience in procurement of goods, non-consulting and consulting services in accordance with the World Bank, other donors’ rules and/ or Moldovan legislation;
  • Knowledge of the World Bank procurement rules and procedures would be a strong advantage;
  • Very good knowledge of Romanian and English languages; 
  • Computer proficiency (Windows, MS Office, Internet Explorer);

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Time Frame: This is a full-time assignment planned to start in November 2018. The contract shall be signed for a trial period of three months and could be extended subsequently subject to Consultant’s satisfactory performance.
