The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.
The main objective of this assignment is to provide support to eGA in the development of a new legislation for IT through consolidation of existing legal acts and extending them with new concepts, terms and models.
The e-Governance Agency intends to hire two (2) Legal Experts, who will contribute to the final and consolidated version of the Digital Code – chapters referring to the specific topics are listed in Annex 1 to the Terms of Reference (TORs).
The selected 2 legal experts will work in tandem with another Senior Legal Expert/Team Leader, and other Consultants contracted by eGA with focus on topics related to the Digital Code for the purpose of delivering a cohesive and consistent draft of the Digital Code consultants complementing each other.
The e-Governance Agency now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following minimum qualification requirements:
- University degree in law or related fields from a leading locally or internationally recognized and accredited university;
- Minimum of 7 years of work experience in drafting legislation in the central public administration sector;
- Experience in drafting of at least 2 law adopted by the Parliament and conducting multi-party stakeholder consultations;
- Knowledge of the Moldovan Government setup and good knowledge of legislation and legal regulations on government operations (Constitution, Government Law, Civil Service Act, Public Procedural Law);
- Knowledge of existing national IT legislation and regulations;
- Ability to effectively communicate and write in Romanian. Good knowledge of understanding (writing, reading) English language. Knowledge of Russian would be an asset.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Time Frame: This is a part-time assignment planned for the period November 2019 – July 2020.
