From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP).
In the context of Government of Moldova’s objective to digitize all public services by 2020, data exchange across public authorities plays a crucial role in provision of e-service reengineering and digitization and properly identifying and documenting data exchange needs will further facilitate this process.
Modernization of Government Services suppose an extensive use of platform level services and infrastructures, including data exchange. For this reason, the set of centralized governmental services will be extended and enhanced in an agile manner while new service and data consumers will get connected.
For this purpose, the e-Government Center of the Republic of Moldova is hiring 6 (six) software developers.
The Software Developers will continuously develop existing and new platform-level services, developing, maintaining and ensuring the functionality of data exchange infrastructure at central and consumers level, providing support for integrations with platform-level services and data exchange infrastructure and addressing troubleshoot issues related to integrations and usage of platform-level services and data exchange platform. The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the following minimum qualification requirements:
Mandatory qualifications:
• University degree or last year graduating students in areas such as computer sciences, engineering or telecommunications or related fields.
• Knowledge of software development in C# using .NET framework, Visual Studio IDE.
• Knowledge of domain and database modeling.
• Knowledge of software testing.
• Ability to communicate and write in Romanian.
Preferred qualifications:
• Familiarity with Design Patterns and Domain Driven Design practices.
• Familiarity with UML/CASE tools.
• Familiarity with ASP.NET MVC, ASP.NET MVC Core, Windows Communication Foundation, SQL, Entity Framework, JavaScript languages, Artificial Intelligence and related technologies.
• Familiarity with implementing standard-based web-services using WS-* standards and/or REST style using WCF and/or Web API.
• Familiarity with protocols such as HTTP(S), SMTP, FTP(S), etc.; XML, JSON, CSV, SQL languages/formats and related-standards, such as XSD, XPath, XQuery, etc.ASP.NET MVC Core.
• Familiarity with CSS, Twitter Bootstrap and jQuery, Angular and/or React frameworks.
• Familiarity with secure development practices, including usage of PKI-based certificates.
• Familiarity with networking, virtualization and web application hosting related tools and technologies.
• Knowledge of English and/or Russian.
Time Frame: This is a full-time assignment to be performed during April – August 2018. The contract could be extended subject to consultant’s satisfactory performance.
