Moldova Governance e-Transformation Project
Assignment Title: Executive Assistant

Information and Communication Technology (ICT) is now globally recognized as an essential tool in promoting competitiveness, sustainable development, and overall poverty reduction.
The Government, recognizing the need to use ICT as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
With the exception of a few services, today citizens and businesses in Moldova have to obtain government services the traditional way: waiting in line to obtain multiple documents from different sources to satisfy the requirements of a specific transaction and repeating the process again and again. This way of interacting with the government costs people time and money, causes dissatisfaction, creates opportunities for corruption, and increases costs to the Government.
The objective of this activity is to assist daily in administrative matters the eGC core team and PIU established under the e-Governance Center and State Chancellery, in order to ensure timely implementation of the Moldova Governance e-Transformation Project and compliance with the Financial Agreement, World Bank rules and the Moldovan legislation.
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
- University degree in areas such as economics, international relations, finance, law, foreign languages and other related field.
- Minimum of two years relevant experience within the private sector, projects or international institutions (World Bank, IMF, UNO).
- Ability to effectively communicate and write in Romanian and English. Knowledge of Russian will be considered an asset.
- Strong organizational and managerial skills.
- Skills to communicate, edit and present reports and statements.
- Computer proficiency (Windows, MS Office, Internet Explorer).
Time Frame: This is a full-time assignment expected to commence in September, 2016. The contract will be signed for a period of 4 months.
