The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.
The purpose of this assignment is to develop the design, detailed specifications for construction / refurbishment works and furniture, and supervision of works for establishment of pilot Unified Service Provision Centers (CUPS).
The e-Governance Agency now invites eligible consulting firms (”Consultants”) to indicate their interest in providing the Services. Interested Firms with extensive experience in the field of constructions design and civil works supervision shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (required qualifications and experience of the firm, but not individual experts’ bio data).
The shortlisting criteria are:
- The company shall be a legally registered entity with a large proportion of the current portfolio corresponding to assignment-related services, including design works;
- Minimum 5 years activity in the area;
- Experience as main contractor in providing design and civil works supervision services for at least 3 similar projects, during the last three years (at least one of these projects must be completed and signed handover documentation provided). The Consulting Firm shall also submit examples of design documentation previously developed by experts currently hired by the Firm, and/or designed and completed similar tasks and similar gross areas for particular tasks (approximately in total 680sqm for 17 CUPS, about 40sqm for one office)
- Experience in working with international organization would be an asset.
The Expression of Interest shall state clearly the name of the Consultant (either individual Firm, Joint Venture or sub consultancy) and be signed by an authorized representative. Information regarding the projects implemented, shall include: time frame, assignment name, tasks performed/deliverables, Client, the role of the firm (main Consultant/Partner in JV/sub-consultant), approximate contract value, etc.).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQS method (Selection based on the Consultants’ qualifications) set out in the Consultant Guidelines.
