Project Preparation Advance for Modernization of Government Services in the Republic of Moldova Project

From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.

Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP).

The e-Government Center seeks to engage an individual consultant with extensive experience in managing projects in the fields of business process optimization, process re-engineering and software development will be hired by the e‑Government Center to conduct appropriate project management activities for ensuring proper re-engineering and digitization of public services (more details can be found in the attached Terms of Reference).

 

The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:

 

·         University degree in areas such as economics, computer sciences, engineering, telecommunications or related;

·         International certification in project management (PMP, PRINCE2 or equivalent) would be an asset;

·         Demonstrated experience in IT project management in public or private sectors (3 years);

·         Demonstrated experience in managing development of enterprise-level ICT systems;

·         Familiarity with software development lifecycle, enterprise architecture, cloud computing and SOA concepts;

·         Knowledge of e-Government agenda would be an asset;

·         Experience with development organizations and public-sector reform would be an asset;

·         Excellent communication skills, written and spoken, in Romanian and English;

·         Excellent time-, team-, meeting- and conflict- management skills;

·         Strong self-organization and planning skills;

·         Autonomy and ability to work with minimum supervision;

 

Time Frame: This is a full-time assignment expected to commence in September 2017 with a three-month trial period. The contract could be extended beyond the original term subject to the Consultant’s satisfactory performance.
