From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17 to 2021 (Modernization of Government Services Project – MGSP).
One of the project components will support technical design for modernized service delivery mechanism to ensure delivery of high-quality, prompt, affordable, transparent, and cost-efficient services to as many Moldovan citizens as possible at the central and sub-national level.
The modernization of government administrative services follows three main directions:
- re-engineering and simplification of business processes for improved service delivery; including service consolidation and elimination of obsolete services,
- digitization and automation of archives; design and development of IT systems and platforms,
- provision of services at the local level through Universal Service Provision Centers by effective separation of front- and back-office.
The current assignment focuses on the re-engineering component, essential for enhancing efficiency of government services in terms of reduction of processing times before the services are digitized. The main objective of the assignment is to inform technical design of the component, develop a vision of the reengineering methodology under the World Bank project.
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
· Advanced degree or higher in areas such as economics, public administration, financial management, business administration, or related fields;
· Proven experience in successful implementation of government administrative services reforms, with re-engineering and IT components;
· Experience in public service re-engineering reform, implemented in a developing country in recent years;
· Relevant experience in EU Member States and current EU candidate states and previous experience in Moldova would be considered an advantage;
· Familiarity with innovative public services re-engineering approaches (e.g. human-centered design, behavioral sciences etc.);
· At least 8 years of experience in the public sector, as consultant or public servant, dealing with reforms in the area of government services delivery and improvement, business analysis, performance and procedure improvement, etc.;
· Understanding of Moldovan Government structure, public services and their delivery mechanisms and practices will be an advantage;
· Familiarity with Moldova’s public administration reform, and e-Transformation program would be an asset;
· Demonstrated analytical and writing skills;
· Prior experience with World Bank, IMF, UN and other donor-financed projects is desirable;
· Good computer proficiency;
· Ability to effectively communicate and write in English. Knowledge of Romanian and Russian would be an asset;
Time Frame: This is a part-time assignment expected to commence in October 2016 and end in February 2017 for a level of effort of 40 days and could be extended subject to funding availability and consultant's satisfactory performance and the same fee rate.
