Project Preparation Advance for Modernization of Government Services in the Republic of Moldova Project
From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP).
In the context of Government of Moldova’s objective to digitize all public services by 2020, data exchange across public authorities plays a crucial role in provision of e-service reengineering and digitization and properly identifying and documenting data exchange needs will further facilitate this process.
For this purpose, the e-Government Center of the Republic of Moldova is hiring three .NET Developers.
The .NET Developers will assist the e-Government Center continuously in developing existing and new platform-level services, providing support for integrations with platform-level services and addressing troubleshoot issues related to integrations and usage of platform-level services
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
Mandatory qualifications:
• Experience in software development using .NET framework, Visual Studio IDE, ASP.NET MVC, .NET Windows Communication Foundation, C#, SQL, Entity Framework and JavaScript languages and related technologies
• Experience with domain and database modeling
•Ability to communicate and write in Romanian
Preferred qualifications:
•University degree in areas such as computer sciences, engineering or telecommunications or related fields.
•Knowledge of Design Patterns and Domain Driven Design practices.
•Knowledge of UML/CASE tools.
•Knowledge of ASP.NET MVC Core.
•Knowledge of implementing standard-based web-services using WS-* standards and/or REST style using WCF and/or Web API.
•Familiarity with CSS, Twitter Bootstrap and jQuery, Angular and/or React frameworks.
•Familiarity with secure development practices, including usage of PKI-based certificates.
•Familiarity with networking, virtualization and web application hosting related tools and technologies.
•Knowledge of English and/or Russian is an advantage.
Time Frame: This is a full time assignment expected to commence in May 2017. The contract will be signed for a period of 12 months with a probation period of three months, and could be extended beyond the original term subject to the consultant’s satisfactory performance and availability of funds.
