From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17.
In order to facilitate preparation activities for an effective project implementation, a grant has been made available to Government of Moldova to support, among other things, consultations and technical design for public services modernization reform, including preparation of bidding documents for e‑services component of the project under preparation.
In the context of Government of Moldova’s objective to digitize all public services by 2020, data exchange across public authorities plays a crucial role in public service reengineering and digitization. Proper identification of data to be exchanged and documenting data exchange needs and protocols will greatly facilitate this process.
For this purpose, e-Government Center of Moldova is hiring two individual consultants to prepare the technical specifications to serve as support for development of bidding documents for data exchange across information systems.
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
· University degree in areas such as economics, business administration, public administration, computer sciences, engineering or telecommunications or related;
· Minimum 7 years of experience in IT area;
· Familiarity with Republic of Moldova’s e-Government architecture and platforms;
· Excellent understanding of web technologies;
· Excellent understanding the database development and programming;
· Excellent understanding of system design process;
· Familiarity with the regulatory framework in ICT field;
· Proven track record of business analysis experience and assignments (min. 3 years);
· Experience with donor funded programs/projects and World Bank procurement procedures and standard bidding documents would be an asset;
· Ability to effectively communicate and write in Romanian and English;
Time Frame: This is a short-term assignment expected to commence in September, 2016. The contract will be signed for a period of 5 months.
