From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17.
A key area of the project is technical design for the project component on aligning human resources for new model of services delivery. Relevant intermediate indicators will be identified during the project preparation to reflect improved staff capacity and improved human resources management practices in those government agencies that provide services selected for reengineering and automation.
The Consultant will assess the existing national legislation and regulatory framework related to HRM procedures in civil service and public sector organizations at large from legal perspective and will provide legal advice on approaches to re-staffing and other ways of aligning human resources to the delivery of government services reformed with the objective to improve access, quality and efficiency through reengineering and automation under the Government Services Modernization Action Plan for 2017-2021.
The purpose of the assignment is to develop and present findings, conclusions and recommendations, including (i) inputs to the Methodology on staffing reviews and re-staffing, including relevant personnel procedures in government agencies and by providers of government services, that have been selected for reengineering and automation under Modernization of Government Services Project and (ii) draft provisions regarding HRM regulatory framework. The findings and recommendations are to be presented to the State Chancellery, Management Board of the e-Government Center and other relevant stakeholders;
For all key activities and deliverables, the consultants will consult the State Chancellery, particularly the division responsible for coordination of Human Resources Management.
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
· University or higher degree in law, public administration, political sciences or other relevant to project requirements; Master Degree or Ph.D. would be an advantage;
· At least 7 years of previous professional experience in national or international institutions in the field of legal advice for HRM;
· Knowledge of the Moldovan Government setup and good knowledge of legislation and legal regulations on government operations;
· Familiarity with Public Administration Reform, e-Government and E-Transformation agenda would be an asset;
· Experience in conducting of HRM procedures;
· Ability to work effectively with high-ranking national and regional government officials, to advise and interact with all levels of management and staff;
· Experience with World Bank, IMF, UNO and other donors financed projects is desirable.
· Computer proficiency (Windows, MS Office, Internet Explorer).
· Ability to effectively communicate and write in Romanian and English. Knowledge of Russian will be considered an asset;
Time Frame: This is a part-time assignment expected to commence in September, 2016. The contract will be signed for a period of 5 months.
