REPUBLIC OF MOLDOVA

Support to Preparation of Modernization of Government Services in the Republic of Moldova Project

ECAPDEV Grant No. TF0A2299

Assignment Title: Consulting Services for Human Resources Management (HRM procedures)

Reference No.: IC-01/1.2

From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.

Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17.

A key area of the project is technical design for the project component on aligning human resources for new model of services delivery. Relevant intermediate indicators will be identified during the project preparation to reflect improved staff capacity and improved human resources management practices in those government agencies that provide services selected for reengineering and automation.

The Consultant will provide local advice on assessment and improvement of the HRM procedures effectiveness in the public sector institutions in Moldova and the number of staff, involved in delivery of government services, selected for business process reengineering and automation. The assignment will contribute to technical design for the World Bank funded Modernization of Government Services Project (MGSP) component on aligning human resources for new model of services delivery under the Government Services Modernization Action Plan for 2017-2021.

The purpose of the assignment is to contribute to development of the approach to staffing reviews and strategic re-staffing in line with the new model of services delivery.

For all key activities and deliverables, the Consultant will agree and validate with the international expert, the State Chancellery, particularly the division responsible for coordination of training system of civil servants.

The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:

·         University or higher degree in HRM, law, business administration, public administration, management, political sciences or other relevant to project requirements; Master Degree or Ph.D. would be an advantage;
