From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery in FY17.
In order to facilitate preparation activities for an effective project implementation, a grant has been made available to the Government of Moldova to support, among other things, the dialogue between the Government and civil society on the modernization of government services and one of the project’s expected results will aim for increasing the average citizens’ satisfaction with government service delivery, considering differences of women’s and men’s satisfaction.
The objective of the assignment is to analyse possibilities and entry points of how to best support the mainstreaming of gender and citizen engagement throughout the project activities of the MGSP based on the three different dimensions throughout the project cycle:
(i) Analysis (specific gender issues are identified, analyzed during preparation and considered in the project document);
(ii) Actions (targeted actions that address the specific needs of women and girls and show how existing gender disparities are narrowed); and
(iii) Monitoring and Evaluation (specific gender and sex-disaggregated indicators are included in the project’s results framework).
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
· University degree or higher degree in development related disciplines, economics, public policy, political science or other social sciences fields;
· Education in gender issues is a strong advantage;
· Minimum of 5 years of extensive professional hands-on work experience on gender related issues, Moldova case and the local context representing an asset;
· Advanced understanding of issues related to gender equality and citizen engagement, including government related policies, political economy, government institutions and processes;
· A strong mastery of development issues including intergovernmental processes, policy debates and country experiences and challenges, experience in working with civil society and communities;
· Experience in working with teams on multi-disciplinary analytical work and similar assignments conducted by the World Bank, IMF, UNO and other donors financed projects is desirable;
· Strong analytical, organizational, reporting and writing abilities;
· Computer proficiency (Windows, MS Office, Internet Explorer);
· Ability to effectively communicate and write in Romanian and English. Knowledge of Russian will be considered an asset;
Time Frame: This is a short-term assignment expected to commence in September, 2016. The contract will be signed for a period of 2 months with a LoE of 25 days.
