From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP).
Due to upcoming workload related to the launch of the first activities under the Project Preparation Advance including planned tendering procedures under the new project, an additional Procurement Specialist should strengthen the PIU Team.
The Junior Procurement Specialist will assist the Procurement Specialist in carrying out the procurement activities required for the implementation of the Project Preparation Advance for Modernization of Government Services in the Republic of Moldova Project (IBRD loan) in accordance with the Project's covenant documents such as the PPA and Financing Agreements, World Bank's Guidelines (dated January 2011, revised July 2014) and the Moldovan legislation.
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
• University degree in areas such as economics, finance, law or other related fields;
• At least three years of relevant experience in procurement of goods, non-consulting and consulting services in accordance with the World Bank or other donors’ rules;
• Knowledge of the World Bank procurement rules and procedures would be an advantage;
• Experience in procurement of goods, non-consulting and consulting service in accordance with the Moldovan legislation would be an advantage;
• Knowledge of the Romanian and English languages;
• Computer proficiency (Windows, MS Office, Internet Explorer);
Time Frame: This is a full-time assignment expected to commence in July 2017. The contract will be signed for a period of 12 months with a probation period of 3 months, and could be extended beyond the original term subject to the consultant’s satisfactory performance.
