(CONSULTING SERVICES – LOCAL INDIVIDUAL CONSULTANT)

INTEGRATION SPECIALIST

REPUBLIC OF MOLDOVA

e-Government Center

From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014. 

Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP).

In the context of Government of Moldova’s objective to digitize all public services by 2020, data exchange across public authorities plays a crucial role in provision of e-service reengineering and digitization and properly identifying and documenting data exchange needs will further facilitate this process.

For this purpose, the e-Government Center of the Republic of Moldova is hiring an Integration Specialist.

The Integration Specialist will to support the e-Government Center in developing, maintaining and ensuring the functionality of data exchange infrastructure at central and consumers level, providing support for data consumers and providers, and addressing troubleshoot issues related to data exchange.

The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:

 

Mandatory qualifications:

•University degree in areas such as computer sciences, engineering or telecommunications, or related fields.

•2 years of experience in integrating information systems, using interoperability-related technologies: protocols such as HTTP(S), SMTP, FTP(S), etc.; XML, JSON, CSV, SQL languages/formats and related-standards, such as XSD, XPath, XQuery, etc.; SOAP/WS-* and REST services.

•Proven experience with implementing standard-based web-services using a mainstream object-oriented platform.

•Proven experience with data analysis, modeling and optimizations.

•Good knowledge of SOA paradigm, Enterprise Integration Patterns (EIP) and/or event-driven architecture (EDA).

•Ability to communicate and write in Romanian. 

Preferred qualifications:

•Experience with developing Java-based web applications.

•Experience with developing .NET web applications.

•Experience with .NET Windows Communication Foundation.

•Experience with logging frameworks and monitoring tools.

•Knowledge of Linux-based command-line tools.

•Knowledge of network, virtualization and deployment automation technologies.

•Knowledge of UML/CASE tools.

•Knowledge of security standards related to data exchange and interoperability, including usage of PKI-based certificates.

•Knowledge of English and/or Russian.

 

Time Frame: This is a full-time assignment, however part-time assignment will also be considered. 

The assignment is expected to start in August 2017. The contract will be signed for a period of 12 months with a probation period of three months, and could be extended beyond the original term subject to the consultant’s satisfactory performance.
