The State Chancellery is seeking: LOCAL CONSULTANTS for Moldova Governance e-Transformation Project [3]

The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector. 

In February 2012 the eGovernment Center officially lunched the M-Cloud platform that is aimed to host the government IT services, increase the services’ availability and reliability, streamline the maintenance and support of IT infrastructure, improve the services and client support processes, consolidate data centers, optimize the spending of public money etc.

The State Chancellery seeks to engage a technical team to support the e-Government Center and the Centre for Special Telecommunications (CTS) in operation of the M-Cloud Platform.

The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.

Windows Administrator

The primary objective of the assignment is to manage and administer the M-Cloud platform, specifically the Microsoft Windows environments and systems.

The Consultant will undertake the following assignments:

• Manage the Active Directory (resources, GPOs,)
• Administer and configure of IIS and SharePoint.
• Develop and implement the Backup strategy/policy
• Provide OS patching/upgrades
• Provide Software installs/upgrades and configuration
• Configure the monitoring alerts
• Monitor system performance
• Provide performance tuning
• Manage the Security of data and security of the servers themselves
• Perform health check of the environments
• Troubleshoot and resolve major incidents/problems
• Provide root cause analisys
• Develop user and administration guides (documentation)
• Support other technical teams and clients
• Provide trainings
 
Minimum qualification requirements:

- Bachelor degree in Computer Science or equivalent;
- At least 4 years of experience in administering and supporting Windows servers and other Microsoft solutions;
- Working knowledge of Windows 2008/R2 / 2012 Active Directory, Group Policy, PKI, Clustering and NLB, RAS and permissions management;
- Experience with VMware and Microsoft Hyper V technologies;
- Experience in handling customer and severity cases;
- System Center Suite Knowledge a plus;
- Experience managing SharePoint and Lync;
- Experience in implementing and managing backup solutions;
- Advanced knowledge of TCP / IP, DNS and networking foundations;
- Experience in implementing and monitoring of security;
- Experience in installation of servers and services;
- Experience in diagnosing software problems on servers;
- Experience in configuring and managing performance monitoring tools in IT;
- Experience in evaluating, implementing and managing IT solutions;
- Basic knowledge of SQL and diagnostic errors and problems;
- Experience of automation;
- Demonstrated work experience in integrating of information systems;
- Work expereience with public sector would be an asset;
- Familiarity with e-Transformation Agenda would be an asset;
- Excellent written and verbal communication skills in Romanian; knowledge of English would be an advantage.

This is a full time assignment expected to commence in August 2013. The contract will be signed until December 31, 2013. During this period, the contract will be financed aut of the proceeds of the IDA Credit no. 5000-MD. The contract can be extended subject to the consultant’s satisfactory performance and same fee rate, and starting with January 1, 2014 be financed by the CTS (Centre for Special Communications).
