Assignment Title: Training of public servants and IT specialists in IT project management based on ISO 21500 and PMI PMBOK

The Republic of Moldova has received a credit from the International Development Association (IDA), toward the cost of the Governance e-Transformation Project, and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include delivery of organized trainings in IT project management based on ISO 21500 and PMI PMBOK with the purpose to develop capability of public servants and IT specialists for the efficient implementation of e-Governance in the Central Public Administration of the Republic of Moldova.

The State Chancellery now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are:

-Accredited to offer training in project management and issue professional development units (PDUs) required for PMI Project Management Professional certification. 

-At least 5 years of professional experience in the areas offering professional training services; 

-Proven ability and demonstrated successful experience in providing similar programs - at least 3 years;

-Proven ability in conducting training activities, coaching in the areas of IT project management, in the public sector.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.    

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the FBS method set out in the Consultant Guidelines.
