for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The key objective of this assignment is to assist the e-Government Center at the State Chancellery in coordinating the technical enhancement, reviewing and reengineering the G2C portal, as well as conceptualizing its strategic development.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
The Public Services Platform Manager will undertake the following tasks:
•As an admin of Portal Content Management System, manage services content, manage users, manage comments and interaction with citizens, and monitor Portal Visitor Traffic;
•Monitor development of new public services by public authorities and ensure their integration in the Portal, work closely with e-Services manager(s);
•On a regular basis review and update in cooperation with Technical team the portal Information Architecture and Taxonomy;
•Coordinate in cooperation with the Technical Team the technical enhancement of the portal, including: widgets, mobile version, surveys, wizards, interface optimizations and ongoing improvement of user experience;
•Conceptualize strategic development of the Portal and ensure alignment with Government policies such as Public Service Reform Strategy and One Stop Shop Policy;
•Develop life scenarios and connect each scenario with related services;
•Ensure replication of international best practices onto G2C portal by making a connection with international G2C portals counterparts;
•Provide training support to over 50 Agency Authors through meetings, guides, presentations and ongoing communication;
•Promote Portal through traditional media, online media, social media, newsletters, events and e-Services communication campaigns;
•Provide support in online PR for e-Government Center events and activities.
Minimum qualification requirements:
-Bachelor’s degree in information technology, economics, public policy, public administration or equivalent related fields.
-Minimum of two years relevant experience within the public or private sector, projects or international institutions (World Bank, IMF, UNO);
-Knowledge of e-Government agenda would be an asset;
-Extensive experience designing digital communications and using a Content Management System.
-Advanced knowledge of HTML and experience with popular content management systems
-Ability to manage multiple projects in a fast-paced, deadline-driven environment;
-Proven ability to build consensus and work effectively within a cross-departmental team;
-Experience managing content and production for high traffic websites.
-Self-starter, highly organized, and able to work well with individuals at all levels and across functions
-Excellent team work, communication, managerial and organizational skills.
-Excellent technical abilities and analytical skills with a focus on the business value of IT and deep understanding of the Internet, developer and platform space.
-Ability to effectively communicate and write in Romania and English languages (required).
-Computer proficiency (Windows, MS Office, Internet Explorer) and web portal design programs.
This is a full-time assignment. The contract will be signed for a period of 12 months with a probation period of three months, during which the contract can be terminated. The contract could be considered for extension subject to the consultant's satisfactory performance and unchanged fee rate.
