Assignment Title: e-Procurement Consultant

The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank's assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector. The project is aimed to benefit all users of Government services in Moldova. It has two main components, specifically: (1) Support for e-Government Center and Enabling Environment; and (2) Shared infrastructure and e-Services.
The Government seeks to engage an international e-Procurement Consultant who will assist the Public Procurement Agency, Ministry of Finance and the e-Government Center to conduct an assessment study, develop functional and technical specifications and analyze current e procurement trends and e-procurement systems; to assist the technical evaluation team to ensure high quality of the technical evaluation and to provide his/her own technical evaluation of the proposals submitted for implementation of a high-performing government-wide e-procurement system under Moldova GeT project, thus, ensuring transparency of the procurement process.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following minimum qualification requirements:
•University degree in related areas such as public administration, business administration, information technology, engineering science, or equivalent.
•Experience in electronic procurement - at least 1 or 2 project(s)
•5 years of experience in administrative technical advising or supervising functions of procurement, especially in public sector.
•Experience in development and managing of complex projects, especially in public sector projects, specifically in analyzing, drafting and reengineering of all processes that are related to managing the budget expenses.
•Experience in designing and implementing e-government applications in general and e-procurement applications in particular
•Previous proven experience in related projects (project managing, capacities building, etc) in government institutions and those funded by the international institutions.
•Profound knowledge of e-procurement adoption at international level and EU standards.
•Understanding of the World Bank procurement procedures would be an asset.
•Excellent English language communication skills (written and verbal)
Time Frame: This is a part-time assignment expected to commence in September 2013. The contract will be signed for a period of 12 months (with a LOE of 70 days). The contract could be extended beyond the original term subject to the consultant’s satisfactory performance, implementation progress and same fee rate.
