The State Chancellery is seeking: LOCAL CONSULTANTS for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
In February 2012 the eGovernment Center officially lunched the M-Cloud platform that is aimed to host the government IT services, increase the services’ availability and reliability, streamline the maintenance and support of IT infrastructure, improve the services and client support processes, consolidate data centers, optimize the spending of public money etc.
The State Chancellery seeks to engage a technical team to support the e-Government Center and the Centre for Special Telecommunications (CTS) in operation of the M-Cloud Platform.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
Database Administrator
The primary objective of the assignment is to manage and administer the Database Management Sistems hosted in the M-Cloud platform.
The Consultant will undertake the following assignments:
• Install, configure and upgrade the DBMS server software and related products;
• Evaluate DBMS features and related products;
• Establish and maintain backup and recovery policies and procedures;
• Take care of the Database design and implementation;
• Implement and maintain database security (create and maintain users and roles, assign privileges, monitor user access and security);
• Perform system, database and application tuning and performance monitoring;
• Setup and maintain database documentation, including data standards, procedures and definitions for the data dictionary (metadata);
• Plan growth and changes (capacity planning);
• Provide 7x24 support when required;
• Perform general technical trouble shooting and give consultation to development teams;
• Interface with Oracle and Microsoft Corporation for technical support;
• Patch Management and Version Control;
• Configure the monitoring alerts ;
• Perform health check of the DB environments;
• Communicate regularly with technical, applications and operational staff to ensure database integrity and security;
• Provide trainings
Minimum qualification requirements:
- Bachelor degree in Computer Science or equivalent;
- At least 4 years of experience in administering and supporting Oracle and Microsoft DBMS and related products;
- Good understanding of Oracle and Microsoft databases, related utilities and tools;
- A good understanding of the underlying operating system;
- A good knowledge of the physical database design;
- Ability to perform both database and operating system performance tuning and monitoring;
- A good knowledge of database security management, data integrity and resource management;
- Experience in code and data migration, database change management and data management through the various stages of the development life cycle;
- Experience in assessing needs and propose solutions for database management systems (DBMS);
- Knowledge of DBMS licensing models;
- Advanced experience in analyzing and optimizing SQL query and data models;
- Experience in policy, implementation and monitoring backup processes;
- Knowledge of patterns and non-relational systems (NoSQL) would be an advantage;
- Experience in handling customer and severity cases;
- Experience in diagnosing database and DBMS incidents or problems;
- Experience in tasks’ automation;
- Knowledge of virtualization technologies is an advantage;
- Excellent written and verbal communication skills in Romanian; knowledge of English would be an advantage.
This is a full time assignment expected to commence in August 2013. The contract will be signed until December 31, 2013. During this period, the contract will be financed aut of the proceeds of the IDA Credit no. 5000-MD. The contract can be extended subject to the consultant’s satisfactory performance and same fee rate, and starting with January 1, 2014 be financed by the CTS (Centre for Special Communications).
