Brief description of the solution:
Development and implementation of a fully functional (turn-key) storage, backup and archiving solution based on existing M-Cloud Platform in order to provide the full range of Storage-as-a-Service, Backup-as-a-Service, Archive-as-a-Service services.
IFB Number 8 – C.2.1
1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on January 03, 2011 and UN Development Business paper form No. 791 of January 31, 2011.
2. The Republic of Moldova has received a credit in an amount equivalent to US$ 20,000,000, from the International Development Association toward the cost of Governance e – Transformation Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB No. 8 – C.2.1.
3. The State Chancellery serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and Installation of Storage, Data backup and Archiving Infrastructure.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, edition of January 2011, and is open to all Bidders eligible as defined in these Guidelines that meet the following minimum qualification criteria
(a) The bidder shall furnish documentary evidence that it meets the following financial requirements:
- The average annual turnover of the bidder should be not less than USD 4,500,000.00 (four million five hundred USD) or equivalent, for the most recent three (3) years and this turnover must have been derived solely through the provision of Information Technology (IT) Systems and services. Where the Bidder is a Joint Venture the sum of all Partners' average turnover amounts will be used. Also, where the Bidder is a Joint Venture the Partner in charge must have had an average turnover equivalent to at least half of the amount required for the most recent three (3) years.
The Bidder should provide audited financial statements and balance sheets for the last three complete financial years demonstrating the soundness of the Bidder’s financial position and demonstrating that it has the financial resources to handle the requirements of the proposed Contract.
(b) Experience and technical capacity:
The bidder shall furnish documentary evidence (including information about the completed contracts and contact information of clients from whom the references could be taken or whom the Purchaser may, when necessary, visit to familiarize themselves with the systems put into operation by the Bidder) to demonstrate that it meets the following experience requirements:
- It should have been in operation for at least 5 years with an important part of its business being the provision of Information Technology (IT) Systems, including software and services.
- The bidder must have demonstrated experience in successfully implementing at least 1 contracts for similar solutions of similar complexity and budget.
(c) Staff qualification
The bidder project team must include at least following staff qualifications:
- The Project Manager with at least 5 years proven tracked experience in the area of project management and at least one successfully delivered project of similar complexity.
- At least two engineers certified in the proposed solution and its components.
5. Interested eligible Bidders may obtain further information from E-Government Center of the Republic of Moldova and inspect the bidding documents at the address given belowfrom 09:00 to 17:00 hours.
A pre-bid meeting which potential bidders may attend will be held on December 9, 2013.
6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 150 or equivalent in a freely convertible currency. The method of payment will be wire transfer to Project’s Accounts in the name of MF-TT Chişinău-bugetul de stat, Centrul de Guvernare Electronica (E-GOVERNMENT) within BANCA DE ECONOMII SA, branch. nr. 1, 115, Columna str., MD-2012, Chisinau, Moldova, SWIFT Code: BECOMD2X609.

The bidding documents will be sent by courier service.
7. Bids must be delivered to the address below at or before 15:00 local time on December 27, 2013. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 15:00 local time on December 27, 2013.
The bid must be accompanied by a bid security in an amount of USD 35,000.00 (thirty five thousand US Dollars) or the equivalent in the currency of the bid or in a freely convertible currency in one of the following forms:
a bank guarantee or irrevocable letter of credit issued directly by a reputable bank, in the form provided in the bidding documents.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
