PARTNERSHIPS AND PUBLIC AFFAIRS CONSULTANT
for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The Government seeks to engage a Partnerships and Public Affairs Consultant to assist the e-Government Center in establishing, coordination and maintaining partnerships with international and local private companies, international organizations and donor community as well as conducting public outreach and awareness campaigns to sustain broader e-Transformation Agenda and sustainable operations of the e-Government Center.
The State Chancellery invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
Minimum qualification requirements:
-University degree in areas such as business, economic, marketing or public administration or related fields
-Three years of demonstrated work experience in partnership building, communication and PR areas, within the public or private sectors
-Extensive knowledge of the Moldovan Government set up, donor community and private sector
-Knowledge of e-Government and E-Transformation Agenda would be an asset
-Experience with World Bank, IMF, UNO and other donors financed projects;
-Ability to effectively communicate and write in Romanian, English and Russian.
-Computer proficiency (Windows, MS Office, Web browsers) and web portal design programs.
This is a full-time assignment expected to commence on August 1st, 2014. The contract will be signed for a period of 12 months with a probation period of three months, during which the contract can be terminated. The contract could be considered for extension subject to the consultant's satisfactory performance and unchanged fee rate.
