The State Chancellery is seeking: IT CONSULTANT for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The e-Government Centre (EGC), under the State Chancellery is going to provide technical support to Civil Status Service in digitization of services implementing the e-services which will allow citizens to apply online for civil status certificates and statements. To this purpose, EGC intends to hire a Consultant who will work closely with the EGC and Civil Status Service teams, in developing, customizing, testing and deploying the six Civil Status Service services, which will allow citizens to apply for 14 civil Status certificates and statements.
The State Chancellery invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
Minimum qualification requirements:
-University degree in computer sciences or related fields;
-Demonstrated work experience in developing Web Services (SOAP and/or REST) (at least 2 similar projects);
-Demonstrated work experience in developing user interfaces using ASP .NET Web Forms and custom components (at least 2 similar projects);
-Advanced knowledge in .NET Technology;
-Experience with SharePoint 2013, including SharePoint 2013 Designer;
-Excellent knowledge in Software Development processes;
-Work experience with public sectors would be an asset;
This is a part-time (time-based) assignment expected to commence in June 2014. The contract will be signed for a period of 6 months. The contract could be extended beyond the original term subject to the consultant’s satisfactory performance and same fee rate.
