Brief description of the information system
Supply and installation of a cloud computing solution for a datacenter, including hardware, software, migration to cloud of a small set of existing services, training, support and maintenance
IFB Number 11-C.2.1
1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on January 03, 2011 and UN Development Business paper form No. 791 of January 31, 2011.
2. The Republic of Moldova has received a credit in an amount equivalent to US$ 20,000,000, from the International Development Association toward the cost of Governance e – Transformation Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB No. 11-C.2.1.
3. The State Chancellery serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and installation of a cloud computing solution for a datacenter, including hardware, software, migration to cloud of a small set of existing services, training, support and maintenance.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:
(a) The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
- The average annual turnover of the Bidder should be not less than US$ 5,000,000.00 (five million USD) or equivalent, for the most recent three (3) years (2011, 2012, 2013) and this turnover must have been derived solely through the provision of Information Technology (IT) Systems and services. Where the Bidder is a Joint Venture the sum of all Partners' average turnover amounts may be used. Also, where the Bidder is a Joint Venture the Partner in charge must have had an average annual turnover equivalent to at least half of the amount required for the most recent three (3) years (2011, 2012, 2013), whereas the other partners shall have not less than fifteen percent (15%) of the total requirement.
The Bidder should provide audited financial statements and balance sheets for the last three complete financial years demonstrating the soundness of the Bidder’s financial position and demonstrating that it has the financial resources necessary to handle the requirements of the proposed Contract.
(b) Experience and Technical Capacity:
- The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirements:
i. It should have been in operation for a minimum period of 5 years with an important part of its business being the provision of Information Technology (IT) Systems, including hardware, software and services. Where the Bidder is a Joint Venture each partner must meet the requirement.
ii. Demonstrated experience in supplying cloud computing solutions (including hardware, software, and services), being a producer of these solutions or an integrator. Where the Bidder is a Joint Venture the Partner in charge must meet the requirement;
iii. Demonstrated experience in supplying and installing modular datacenter solutions.
iv. During the past three (3) years (2010-2013) the Bidder must have successfully completed (as the prime contractor) at least two (2) contracts for cloud computing solutions of similar or higher complexity and budget. Where the Bidder is a Joint Venture the Partner in charge must meet the requirement.
v. During the past three (3) years (2010-2013) the Bidder must have successfully completed (as the prime contractor) at least one (1) contract for modular datacenter of similar or higher complexity and budget.
vi. The Bidder shall have the experience in development of solutions based on the software and hardware offered in its Bid. Where the Bidder is a Joint Venture, the Partner in charge must meet the requirement.
vii. The proposed Project Manager and at least one alternative team member identified by the Bidder must have experience in managing IT projects for at least five (5) years, and experience in at least 1 similar project.
viii. Technical staff with certifications on the components of the proposed solution including at least the following:
- Modular data center
- Data center networking design;
- Data center virtualization;
- Cloud management;
- Storage Management;
- Tape Library;
- Information Security;
5. Interested eligible Bidders may obtain further information from E-Government Center of the Republic of Moldova and inspect the bidding documents at the address given below from 09:00 to 17:00 hours.
A pre-bid meeting which potential bidders may attend will be held on August 11, 2014.
The pre-bid meeting will be broadcast live (please follow www.egov.md for details).
6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 150 or equivalent in a freely convertible currency. 7. Bids must be delivered to the address below at or before 15:00 local time, on September 15, 2014. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 15:00 local time, on September 15, 2014.
Bids need to be secured by a Bid Security. The amount of Bid Security required is USD 80,000.00 or the equivalent in the currency of the bid or in a freely convertible currency in one of the following forms:
- a bank guarantee or irrevocable letter of credit issued directly by a reputable bank, in the form provided in the bidding documents.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
