Procurement of non-consulting services for:

Digitization of civil status archive

Digitization of cadastral archive

Credit number: 5000-MD

1.The Republic of Moldova has received a credit in an amount equivalent to US$ 20,000,000, from the International Development Association toward the cost of the Governance e – Transformation Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for ICB #10 – C.2.2.1. Procurement of non-consulting services for:

-Digitization of civil status archive

-Digitization of cadastral archive

2. The State Chancellery now invites sealed bids from eligible and qualified bidders for the supply of non-consulting services for: 1. Digitization of civil status archive; 2. Digitization of cadastral archive.

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: "Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers", dated January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 

The Bidders shall meet the following minimum qualification criteria:

(a)If Bidder is Manufacturer: 

(i) Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): 

-The average annual turnover of the bidder for each lot should be not less than USD 3,000,000.00 (three million USD) or equivalent, for the most recent three (3) years and this turnover must have been derived solely through the provision of Information Technology (IT) Systems and services. Where the Bidder is a Joint Venture the sum of all Partners' average turnover amounts may be used.  Also, where the Bidder is a Joint Venture, the Partner in charge must have had an average annual turnover equivalent to at least half of the amount required for the most recent three (3) years. The Bidder should provide audited financial statements and balance sheets for the last three complete financial years demonstrating the soundness of the Bidder’s financial position and demonstrating that it has the financial resources to handle the requirements of the proposed Contract.

(ii)Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): 

(a)Experience in implementation of the similar projects:

The bidder shall furnish documentary evidence (including information about the completed  contracts and contact information of clients from whom the references could be taken or whom the Purchaser may, when necessary, visit to familiarize themselves with the systems put into operation by the Bidder) to demonstrate that it meets the following experience requirements:

-It should have been in operation for at least 5 years with an important part of its business being digital conversion of paper archives.

-The bidder must have demonstrated experience in conducting at least 1 successful contract similar by nature (functional/technical characteristics and provision of technical support), size (digitization of more than 3.0 million pages) and velocity (monthly productivity) in the past 2 years for each lot. The Bidder must submit information about the completed contracts as well as the description of the services performed in case if the contract was performed by more than one supplier/services provider and contract information of clients for providing the references if it will be necessary for the Purchaser;

(b)Human resources: 

The Bidder shall demonstrate the team of professionals (experienced project manager, specialists in software, etc.) necessary for implementation of such project. The CVs of proposed team should be included in the bid, namely:

-The Project Manager must have at least 2 years proven tracked experience in the area of managing digitization of archives.

-At least 3 (three) proposed operators of scanners must have not less than one year of experience in operating the scanners that will be used in the project.

-At least 1 (one) proposed digitization specialist must have not less than one year of experience in using digitization technology, tools and methodology employed in current contract.

A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 150.00 or equivalent in a freely convertible currency. 6. Bids must be delivered to the address below at or before 15:00 local time on April 18, 2014.  Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 15:00 local time April 18, 2014.  

7. All bids must be accompanied by a Bid Security of:

USD 20,000.00 (twenty thousand US dollars) or an equivalent amount in a freely convertible currency for Lot 1. Digitization of civil status archive 

USD 25,000.00 (twenty five thousand US dollars) or an equivalent amount in a freely convertible currency for Lot 2. Digitization of cadastral archive
