Assignment Title: Consulting services for the preparation of a complex research of the HR arrangements
Reference No.: 5/CQ/1.1.1
The Republic of Moldova has received a credit from the International Development Association (IDA), toward the cost of the Governance e-Transformation Project, and intends to apply part of the proceeds for consulting services.
The e-Government Center implements the wide Governance e-Transformation Agenda on behalf of the State Chancellery of the Government of Moldova.
According to its Statute, approved by the Government Decision nr.760 on 18.08.2010, p.4, the main objective of the Public Institution “Electronic Government Centre (E-Government)” is to improve the quality of governance through intensive application of information and communications technologies.
The consulting services (“the Services”) envisage an HR assessment, development of the EGC Business Plan and support to the preparation of HR Manual in two phases as follows:
Phase I
1. Analysis of the staffing needs of e-Government Center in the context of the Governance e-Transformation Agenda in special for EGC Moldova as public institution.
2. Assessment of the staffing arrangements at the EGC Moldova in accordance with the:
- staffing needs in order to effectively, efficiently and sustainably implement Governance e-Transformation Agenda
- special statute: that of a public institution, including principles of activity, tasks, functions and rights on one side, and that of an entity to manage the flow of funds provided by international donors, and governmental funds
Phase II
1. Prepare Human Resources Operations Manual for eGC
Consultant should analyse Human Resources policies and procedures that are currently in force at the E-Government Center, make recommendations and document them in the format of HR Operations Manual.
On the basis of the present research the Consulting Firm will prepare a future sustainability Business Model and Business Plan Development for the EGC/Project, within which there has to be provided for a well-structured organizational chart relevant staffing arrangements, including remuneration schemes.
The State Chancellery now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are:
-Experience in the last three years on a similar complex assessment
-Professional experience in assessing the economic, financial and social impact / cost-benefit analysis;
-Demonstrated expertise in the field of related legislation in Moldova
The description of experience should include:
•Project title, and brief narrative description of the project
•Contractual role of the firm, and functions and tasks carried out, including applicable national and/or international codes and standards
•The presence of any lead or affiliate companies and their respective roles
•Location, start and completion dates
•Name of the Client and funding source
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQS (Selection based on Consultants’ qualifications) method set out in the Consultant Guidelines.
