The State Chancellery is seeking: LOCAL CONSULTANTS for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
In February 2012 the eGovernment Center officially lunched the M-Cloud platform that is aimed to host the government IT services, increase the services’ availability and reliability, streamline the maintenance and support of IT infrastructure, improve the services and client support processes, consolidate data centers, optimize the spending of public money etc.
The State Chancellery seeks to engage a technical team to support the e-Government Center and the Centre for Special Telecommunications (CTS) in operation of the M-Cloud Platform.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
Mail Administrator
The primary objective of the assignment is to manage and administer the mail systems (Exchange, Zimbra etc.) serving the governmental sector and hosted in the M-Cloud platform.
The Consultant will undertake the following assignments:
• Conducting mail delivery system research, testing the Exchange environment, installing applications, and managing and modifying the Active Directory Environment
• Collaborate with other members of the IT staff on application integration with identity management and configuration/change management systems
• Manage mail systems and applications, user and other mail objects, upgrades, third-party application software, and application security, including detection and prevention of account phishing, web application security issues, host access control and packet filtering.
• Troubleshoot applications, including investigation and resolution of reported problems
• Produce, formalize and maintain documentation and operational guides on Microsoft Exchange and other applications established for the corporation
• Participate in planning and development of system architecture, including load-balancing and high-availability configurations
• Configure and report application monitoring and statistics
• Manage additional related projects and communicate project status to involved parties
• Administer and configure the IIS and web mail
• Develop and implement the Backup strategy for mail systems
• Provide performance tuning of mail systems and monitor their performance
• Manage the Security of data and security of the servers themselves
• Perform health check of the environments
• Develop user and administration guides (documentation)
• Support other technical teams and clients
• Provide trainings
Minimum qualification requirements:
- Bachelor degree in Computer Science or equivalent;
- Minimum 5 years of experience in administering and supporting mail systems, specifically Microsoft Exchange and Zimbra;
- Working knowledge of Windows 2008/R2 / 2012 Active Directory, Group Policy, PKI and permissions management;
- Experience with VMware and Microsoft Hyper-V technologies;
- Experience in handling customer and severity cases;
- Knowledge of SharePoint is a plus;
- Experience in implementing and managing backup solutions;
- Advanced knowledge of TCP/IP, DNS and networking foundations;
- Knowledge of Configuration and managing performance monitoring tools in IT;
- Experience in evaluation, implementation and management of IT solutions;
- Experience with scripting and tasks’ automation;
- Demonstrated work experience in integrating information systems, in special mail systems;
- Work expereince with public sector would be an asset;
- Familiarity with e-Transformation Agenda would be an asset;
- Excellent written and verbal communication skills in Romanian; knowledge of English would be an advantage.
This is a full time assignment expected to commence in August 2013. The contract will be signed until December 31, 2013. During this period, the contract will be financed aut of the proceeds of the IDA Credit no. 5000-MD. The contract can be extended subject to the consultant’s satisfactory performance and same fee rate, and starting with January 1, 2014 be financed by the CTS (Centre for Special Communications).
